This Eye-make-up-Remover is by far the best one I've ever used and tried. It's cheap ( ~ 5CAD) and affordable and it removes Eye makeup like no other.
It is an oil based formula and it claims to quickly remove all traces of makeup, even waterproof. You can even use it other parts of your face but I recommend using it just for the eyes.
After you shake up the bottle, It forms a blue milky foamy formula. Use a cotton pad and soak it and then gently place it over your eyes for about 30 seconds and then let wipe it off.
It feels lovely after taking off the makeup as well. The eye area doesn't feel dry or irritated. It doesn't really have a smell either. Since it's oil based, it leaves the eye area feeling hydrated and moisturized.
I would recommend that this product works best with people with dry to normal skin. Oily skin will probably leave it feeling very oily and greasy and hence clogging up pores as well.
